The initiative and referendum powers are hereby reserved to the people on all questions which the Council is authorized to control by legislative action. Such powers shall be exercised in a manner provided by the Constitution and laws of the State of Ohio, except that all documents which according to the laws of the state are to be filed with the auditor shall be filed with the Clerk of the Municipality.
