Within twenty (20) days after the election, each successful and unsuccessful candidate shall, in addition to filing the statement of receipts and expenditures on behalf of his campaign required by law to be filed with the Board of Elections of Montgomery County, file with the Clerk of the Municipality a similar statement, which statement shall be a public record. Failure to file such statement with the Clerk within twenty (20) days shall disqualify a successful candidate from receiving the oath of office.
