SECTION 5.03. ELECTION OF COUNCILMEMBERS.

Councilmembers shall be elected at the regular Municipal election. Three Councilmembers shall be elected in each odd-numbered year for four-year terms beginning the December 1 following their election but incumbents shall continue in office until the successors have been elected and qualified for office.
