The Council shall have such powers to incur debt, to issue general obligation bonds, mortgage revenue bonds, special assessment bonds, tax anticipation notes, and have such other powers to incur debt as authorized by general law. All procedures for such borrowing shall be in accordance with provisions of the uniform bond laws of the State of Ohio now or hereafter in effect.
