SECTION 4.03. COUNCIL ACTION ON BUDGET.
   At the meeting of the Council at which the budget estimate is submitted, the Council shall fix a date and place for a public hearing on the proposed budget. A notice of this hearing shall be published once in a newspaper of general circulation in the Municipality, and otherwise publicized, at least seven days before the date fixed. The budget shall be available for public inspection in the office of the Clerk. After the public hearing, the Council may amend the proposed budget as necessary and shall, within the requirements of general law, adopt the budget in the form of an ordinance appropriating funds to the various departments and purposes, in the same manner as provided for ordinances generally. During the course of the fiscal year, Council may by ordinance amend the appropriations ordinance, provided that no appropriating ordinance shall authorize the expenditure of more revenue than will be available. All ordinances appropriating funds for Municipal use shall be effective immediately upon passage.
