The Manager shall be chosen by the Council solely on the basis of his executive and administrative qualifications in the profession of public management. At the time of his appointment he need not be a resident of the Municipality or State, but during his tenure of office he shall reside in the Municipality; provided, however, that in case a nonresident is appointed, the Council may authorize a reasonable period to comply with this requirement.
