The Mayor shall be a member of Council, with all rights and obligations appurtaining thereto. He shall preside at Council meetings and make such appointments as authorized by this Charter. He shall be recognized as the ceremonial head of the Municipal government, by the courts for the purpose of serving civil process, and by the governor for military purposes. He shall not have the power to veto, nor shall he have any administrative duties. He may perform such judicial duties as are granted to Mayors by law.
