Except as otherwise provided in this Charter, the legislative powers of the Municipality shall be vested in an elected Council of seven members. One of these members shall be known as the Mayor and the remaining six members as Councilmembers. All shall be elected at large for four-year terms in accordance with Article V of this Charter.
