The Municipality shall have all powers of local self-government and home rule now or hereafter granted by the Constitution and general laws of the State of Ohio. All such powers shall be exercised in the manner prescribed in this Charter or, if not prescribed herein, in such lawful manner as the Council shall determine by ordinance or resolution. The general laws of the State of Ohio not inconsistent with this Charter, except those declared inoperable by ordinance of Council, shall have the force and effect of ordinances of the Municipality; but in the event of conflict between any such law and any Municipal ordinance or resolution, the provisions of the ordinance or resolution shall prevail.
