§ 72.06 PARKING IN EXCESS OF CERTAIN NUMBER OF HOURS; PERMIT REQUIRED FOR LONGER TERM PARKING.
   (A)   No parking meters shall be maintained by the city upon the city streets.
   (B)   It is unlawful for any person to park any vehicle in or otherwise obstruct any designated parking space upon the city streets for a period in excess of two hours except as hereinafter authorized.
   (C)   It is unlawful for any person to park any vehicle upon the city streets except in a designated parking space.
   (D)   Designated parking spaces within the city shall be so designated by painted white lines or otherwise so as to clearly mark such designated parking spaces.
   (E)   Persons wishing to park any vehicle in a designated area on the city streets for a period in excess of two hours may purchase from the City Clerk/Treasurer a permit to do so. The permit shall be available to any person at a cost of $100. Any person displaying such permit in the front window of a vehicle parked in a designated parking space on the city streets, shall not be restricted in the length of time that the vehicle in which such permit is displayed is allowed to remain in a designated parking space. Such persons shall not otherwise be permitted to deviate from the terms and obligations as set forth in this section as to where a vehicle may be parked. Such a permit so issued shall be in effect for a period of 12 months from the date of issue.
   (F)   It shall be the duty of each police officer of the city or any other person designated by the City Council to enforce this section.
   (G)   The enforcing authority charged with enforcing this section shall place an envelope styled citation upon any vehicle found to be in violation of this section.
   (H)   Any person charged with violating this section may without further proceedings pay a $5 fine by placing said sum with the citation provided in a designated receptacle or in the hands of the City Clerk/Treasurer. Any person failing to pay said $5 fine within five days of the date of the citation shall be subject to a fine as set forth in § 72.99 in addition to such court costs as may be assessed by the Henry County District Court in any proceedings brought therein to enforce this section.
