The procedure for correcting deficiencies in real estate other than structures shall be as follows:
(A) Remedial action shall be required of the offending person or persons for any condition or act which is in violation hereof .
(B) Additionally, should any condition exist on premises which condition is deemed by the Enforcement Official to constitute a threat to the health and safety of the public as to warrant immediate attention, then the city may, in its discretion, remediate the violation and charge back the cost thereof to the offending person. The city shall have a lien against the premises to secure it in payment of such cost.
