A person is guilty of failure to comply if he or she:
(A) Occupies, lets, or sublets to another for occupancy or otherwise any dwelling, dwelling unit, commercial structure or other property, structure or building which does not comply with the requirements of this chapter; or
(B) Permits a building, dwelling unit, home or structure to sit occupied or unoccupied when it or the grounds thereupon are not in compliance with this chapter or any part thereof.
