No street dedication to the city shall be accepted by the city which has a right of way less than 50 feet wide. All cut and fill sections shall be sloped no less than a two to one slope (rock excepted). All dirt fill sections shall be placed in fill sections in more than one foot layers, using a compactor as required by Kentucky State Highway Specifications. All drainage culverts shall be constructed with concrete headwalls. All finish dirt grade surface shall be graded to a maximum of two inches of level. All ditches shall be one foot deep at three foot widths from shoulder to back of ditch line. Six inches of dense grade aggregate compacted shall be a minimum of 24 feet wide, this width shall provide a base for a two foot shoulder on each side of a minimum of 20 feet wide blacktop surface. All blacktop surface shall be Class I Bituminous Base compacted to no less than two inches in depth, and shall be topped with a Class I Bituminous surface compacted to no less than one inch in depth. The two foot wide shoulders shall be finished by rocking with a six-ten size rock to level of blacktop surface.
