For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ALLOW. Either to permit or to neglect to prevent. It requires actual or constructive knowledge of the parent that the juvenile is violating this chapter. Constructive knowledge is deemed to be present when circumstances are such that a reasonably prudent parent should have known that the juvenile was violating this ordinance.
EMERGENCY. A set of unforeseen circumstances or that resulting state that includes, but is not limited to fire, natural disaster, automobile accident, or any situation that requires immediate action to prevent serious bodily injury, loss of life, or immediate loss of property.
JUVENILE. Any unmarried person under the age of eighteen (18).
PARENT. Any person having legal custody of a juvenile as a natural or adoptive parent, a legal guardian, a person to whom legal custody of the juvenile has been granted by a court order, or a person who stand in loco parentis to the juvenile.
PUBLIC PLACE. Any place within the city to which the general public or a substantial part of the general public has access. It includes, but is not limited to, streets, sidewalks, school grounds, shopping centers, restaurants, parking lots, parks, and bowling alleys.
