(A) It shall be unlawful for any person while on a public street or sidewalk in the city limits to do any of the following with intent to cause public inconvenience, annoyance, or alarm, or wantonly creating a risk thereof:
(1) Obstruct the free flow of pedestrian traffic into or out of any place of business by standing or sitting in business doorways or otherwise obstruct said pedestrian traffic;
(2) Obstruct the use of city parking spaces by any means other than the legitimate parking of a motor vehicle;
(3) Create a hazardous or physically offensive condition by any act that serves no legitimate purpose.
(B) It shall be unlawful for any person while in a public place within the city limits to do any of the following with intent to harass, annoy, or alarm another person:
(1) Make an offensively coarse utterance, gesture, or display, or address abusive language to any person present;
(2) Follow a person in or about a public place or places;
(3) Engage in a course of conduct or repeatedly commit acts which alarm or seriously annoy another person and which serve no legitimate purpose.
