Connection to sewer and water utilities and trash service shall be mandatory for all businesses, residences, and industries where such service or services are available. Such services shall be deemed available where the real estate upon which is located a business or residential structure, or any portion thereof, is within 100 feet of the city sewer/water main. The City Council may waive mandatory connection or extend the deadline for mandatory connection upon a showing of undue hardship. Upon 30 days written notice water service shall be disconnected for any customer who has sewer service available and who has not connected to sewer service.
