Any authorization for a hook-up to the sewers of the city shall expire and be void if not exercised by making an actual hook-up to said sewer within 180 days following said authorization and payment of fee for hook-up. Any fee paid for a hook-up not so exercised within the prescribed period shall not be refunded and shall not be forfeited to the city, except upon petition made by the person holding said authorization prior to said expiration, the City Council may grant extensions of time for making such hook-up for such periods as the City Council in its sole discretion deems appropriate.
