(A) For those users whose wastewater has a greater strength than normal domestic sewage, a surcharge in addition to the normal user charge, shall be collected.
(B) The following surcharge rates shall apply to each user of the sewage works that has received permission from the superintendent to contribute excessive strength sewage.
(1) Surcharge rates:
BOD | $0.178 per pound |
SS | $0.161 per pound |
Ammonia | $0.306 per pound |
(2) The city may waive any surcharge totaling less than $10.
(C) Method of billing surcharges. The excessive strength surcharges shall be based on the following formula, with the total applied to the monthly bill of affected users:
(A(D-250)+B (E-250+(F-25)) x .000834 x G= Surcharge Pymt. ($/Mo.)
(D) Where formula components are as follows:
(1) Surcharge rate for BOD, in $/pound;
(2) Surcharge rate of SS, in $/pound;
(3) Surcharge rate for (ammonia) in $/pound;
(4) User’s average BOD concentration, in mg/l;
(5) User’s average SS concentration, in mg/l;
(6) User’s average ammonia concentration, in mg/l; and
(7) User’s monthly flow to sewage works, per 1,000 gallons. No reduction in sewage service charges, fees, or taxes shall be permitted because of the fact that certain wastes discharged to the sewage works contain less than mg/l of BOD, mg/l of SS or mg/l of ammonia.
