(A) The following schedule of rates shall apply to each user of the sewage treatment system regardless of whether the water customer is actually connected to or utilizes the sewer utility. The sewer charges hereby established shall be due from all water customers where sewer service is available, regardless whether the water customer is actually connected to or utilizes city sewer. This schedule includes rates for user charges and rates for debt service charges, each based on the volume of metered or estimated water consumption.

(B) Based upon prior experience indicators involving the annual increased costs associated with maintenance and operation of the city’s sewer system, rates shall increase annually at the rate of 1.5% on or about June 15 to cover this increased cost of maintenance and operation of the sewer system.
(C) For residential, industrial, institutional and commercial users, monthly user charges will be based on actual water usage. If a residential, commercial, institutional, or industrial user has a consumptive use of water, or, in some other manner, uses water which is not discharged into the wastewater collection system, the user charge for that contributor may be based on readings of a waster meter(s) or separate water meter(s) installed and maintained at the user’s expense. The amount due for sewer service shall appear as a separate item on each water bill and shall be subject to a penalty for late penalty of 10% of the amount of the sewer service charge which is late and shall be calculated in the same manner as penalties are calculated for water bills as set for in § 51.06 hereof.
(D) Rates for sewer flow received and processed by the city for the City of Pleasureville shall be as set forth in a separate interlocal agreement which agreement supercedes this chapter to the extent of conflict between the two.
