Water meters shall be read monthly on or about the 15th day of each calendar month or as soon thereafter as weather and other circumstances may reasonably permit, and shall continue as expeditiously as may be until all the meters have been read. Water meters must be easily accessible without interference from vehicles, pets or any other obstructions which impedes the Public Works Department from reading said meter.
