It is further determined and declared that it is necessary and conducive to the protection of the public health, safety, welfare and convenience of the city to collect the charges from all users of water from the city water works. The proceeds of such charges so derived will be used for the purpose of operating, maintaining and expanding the public water works, water lines and water distribution facility and also for service and retirement of any debt incurred for construction and expansion thereof.
