§ 35.44 FUNCTIONS
   All final decisions regarding the control, administration and overseeing for the Community Center not specifically delegated hereby shall be retained by the City Council which is the owner of the facility. However, subject to the review of the City Council the members of the Community Life Center Board shall have the following functions:
   (1)   To make recommendations to the City Council for appropriate amendments to this subchapter;
   (2)   To determine the nature of activities to be held at the Community Center and be responsible for scheduling of events, activities and free time for public access;
   (3)   To establish rules and regulations associated with use of the structure subject to City Council approval;
   (4)   To advise and recommend to the City Council any maintenance or structural modifications or improvements that may be necessary; and
   (5)   To make such other recommendations as it deems appropriate regarding programs, operations, staffing or otherwise as the same relates to the Community Life Center.
