The City Council finds that, for those properties that have installed a water meter reader plate, but in a location which makes the meter reader plate inaccessible to be read or located by city staff for the purposes of reading the reader plate, the property will be charged as set forth in the Fee Schedule Ordinance on file in the city offices.
