§ 31.32 COMPOSITION, QUALIFICATIONS, TERMS AND VACANCIES.
   (A)   Commission composition. The Commission shall consist of five members appointed by the City Council.
   (B)   Qualifications. The qualifications of the members of the Commission shall be those who, in the judgment of the Council, are representative of the community and are qualified by training, experience and interest useful for the fulfillment of the Commission’s responsibility in economic development.
   (C)   Terms and vacancies. Of the members of the Commission first appointed, one shall serve for a term of one year, two for a term of two years and two for a term of three years. General members appointed after the initial Commission shall be appointed for a three-year term. Terms shall expire on January 31 of the appropriate year; provided, however, members shall continue their terms until new appointments or reappointments are made by the City Council. The City Council shall make appointments to the Commission at its first official meeting in January of each year, or as soon thereafter as it desires. Vacancies during the term shall be filled by the Council for the unexpired portion of the term.
