§ 31.16 PARK COMMISSION.
   (A)   Introduction. The city hereby creates a Park Commission for the purpose of advising the City Council on all matters relating to the operation and control of the city parks and the park dedication fees received by the city.
   (B)   Appointment. The members of the Park Commission shall be appointed by the City Council, and shall be composed of five members, with a three member quorum required.
   (C)   Term. The Park Commission members’ terms shall be three years and staggered as currently. Upon completion of his or her term, a member shall continue to serve until his or her successor is appointed and duly qualified.
   (D)   Residency. All members of the Park Commission shall be residents of the city. A Park Commission member who has removed his or her residency from the city during his or her term shall be deemed to have resigned by such removal.
   (E)   Vacancy. A vacancy occurring in the Park Commission shall be filled by City Council appointment and upon recommendation of the Park Commission. A vacancy occurring during a member’s term shall be filled by City Council appointment for the remainder of the unexpired term.
   (F)   Guidelines. Park Commission meetings shall be established at a regular basis, with special meetings to be called as necessary. The Chairperson of the Park Commission shall be elected by the Commission, annually, from its own membership. The Park Commission shall also select a Vice Chairperson and a Secretary. The compensation for members of the Park Commission shall be established by the City Council. The Park Commission may from time to time amend and adopt rules of procedure and it shall submit unapproved and approved minutes to the City Council in a timely manner. Members of the Park Commission may be reimbursed for out-of-pocket expenses incurred in the performance of their duties when such expenses have been authorized by the City Council before they were incurred.
   (G)   Vacancy. Openings or vacancies may be advertised in the newspaper and posted at City Hall.
   (H)   Liaison. The City Council shall appoint a City Council member to serve as liaison to the Park Commission, and the liaison shall not be a voting member of the Park Commission, nor shall the liaison be the Chairperson or the Secretary of the Park Commission.
