At the time the initial application is made, an applicant for a license under this chapter shall accompany such application with payment of a fee to be considered an application and background investigation fee as set forth in the Fee Schedule Ordinance on file in the city offices, not refundable to the applicant, to cover the cost of the city in processing the application and the investigation of the applicant. No such fee shall be required of an applicant for a temporary 3.2% malt liquor license.
