13-1-4-2: ESTABLISHMENT OF DEVELOPMENT PERMIT:
A floodplain development permit is hereby established for all construction and other development to be undertaken in areas of special flood hazard in the city of Ely for the purpose of protecting its citizens from increased flood hazards and ensuring new development is constructed in a manner that minimizes its exposure to flooding. It shall be unlawful to undertake any development in an area of special flood hazard, as shown on the flood insurance rate maps enumerated in section 13-1-3-2 of this chapter, without a valid floodplain development permit. Applications for a permit shall be made on forms furnished by the local floodplain administrator and may include, but not be limited to: plans in duplicate drawn to scale showing the nature, location, dimensions, and elevation of the area in question, existing or proposed structures, fill, storage of materials, drainage facilities, and the location of the foregoing.
