Water rates for all classes and types of use shall be set and may be changed by resolution of the city council, after notice of public hearings is made by publication in a newspaper of general circulation in the city of Ely, an opportunity for a public hearing in front of the utility board and subsequently in front of the city council, with final approval by the city council.
