10-2-8: REFUSAL TO SERVE:
   A.   Conditions For Refusal: The city may refuse to serve an applicant for service or to continue with an existing customer under the following conditions:
      1.   If the applicant or customer fails to comply with any of the provisions of this chapter.
      2.   If the intended use of the service is of such a nature that it will be detrimental or injurious to existing customers or the water system.
      3.   If, in the judgment of the city, the applicant's installation of fixtures, pipes or other apparatus needed for the provision of water is unsafe, hazardous, subject to freezing, or installed in violation of any local, state or federal law, including, but not limited to, the uniform plumbing code.
      4.   Where service has been discontinued for fraudulent use, the city will not serve an applicant until it has been determined that all conditions of fraudulent use or practice have been corrected.
   B.   Notification To Customers: When an applicant is refused service under the provisions of this chapter, the city will notify the applicant promptly of the reason for the refusal to serve and of the right of the applicant to appeal the decision of the city administrator to the board, which will make a recommendation to the city council.
