10-1-4-24: PRECEDENCE:
This user charge system shall take precedence over the terms or conditions of any agreements or contracts which the city is party to which are inconsistent with the requirements of the water quality act (as amended) and the regulations of the U.S. EPA (40 CFR parts 35.2005 - 35.2208).
