The board shall review any decision made by the director or his representatives or agents in interpreting, applying or enforcing the provisions of this chapter, upon the receipt of an application or petition, in writing, requesting a review of such decision. In exercising its powers of review, the board may, in conformity with the provisions of the law, reverse or affirm wholly or partly, or may modify the order, requirement, decision or determination of the director. The board may also initiate a review of the director's interpretation of the provisions of this chapter by a motion and by a vote of a majority of the quorum or a majority of the members present if such number exceeds a quorum. In all cases, the decision of the board shall be final. (Ord. 453, 11-29-1990)
