10-1-4-14: SURCHARGE:

A. Levied: A surcharge shall be levied upon customers whose discharge loadings exceed those found to be the average amongst the predominant user class (residential), section 10-1-4-11 of this chapter.

B. Basis: The surcharge shall be based on treatment costs of loadings over the EDU loading levels given in section 10-1-4-11 of this chapter, expressed as an EDU or fractions thereof. (Ord. 453, 11-29-1990)
