The equivalent dwelling unit (EDU) shall form the basis for the user charge system until such time as water metering is instituted. An equivalent dwelling unit shall be the equivalent volume of three hundred fifty (350) gallons per day; ten thousand five hundred (10,500) gallons per month; and one hundred twenty six thousand (126,000) gallons per year. One EDU equals twenty (20) fixture units.
