10-1-4-9: USER CHARGE RATE:
The user charge rate shall generate revenue sufficient to meet OM&R costs, thereby assuring the facilities fiscal operational viability, through charges to customer which are proportionate to their usage (volume and loading). (Ord. 453, 11-29-1990)
