10-1-4-5: FINANCIAL MANAGEMENT SYSTEM:
The financial management system shall prescribe accounting budgetary procedures to accurately depict revenue requirements and procedures to generate revenue sufficient to operate and maintain the plant. (Ord. 453, 11-29-1990)
