Authorized individuals including employees and officials of the city may enter any premises connected to the sewer system and the treatment facility to ascertain if all applicable ordinances and regulations are being met. If an exception to compliance with a law or ordinance is noted, the owner of said premises, or his agent, shall, upon notice, cause such sewer or its attachments to be so altered, repaired, or reconstructed so as to make them conform to the requirements of the laws and ordinances within fifteen (15) days from the time of receipt of such notice.
