8-1-4: HOLES, CONSTRUCTION OR MAINTENANCE:
It shall be unlawful to construct or maintain coal holes or other openings in the streets or sidewalks except under the supervision of the city engineer and then only after the grant of special permission by the city council. (Prior Code § 18-11)
