It shall be unlawful for any person to lie or sleep on any of the sidewalks, streets or alleys or other public places within the city, or to appear therein in such a state of intoxication or drunkenness as to be unable to take proper care of himself. It shall also be unlawful for any person to drink any spirituous, malt or fermented liquors or wines on any street or alley within the city, or to lie, sleep or ride in a motor vehicle while under the influence of liquor.
