It shall be unlawful for any person to commit or maintain a public nuisance, or wilfully omit or refuse to perform any legal duty relating to the removal of any such public nuisance, and it shall be unlawful for any person to rent or lease, or permit to be used, any building or portion thereof, knowing that the same is intended to be, or is being used for, committing or maintaining any such nuisance.
