No person may proceed to create an unapproved and/or unratified mural. The city is entitled to seek immediate injunctive relief to halt, demand removal and seek restitution of costs and fees incurred while seeking injunctive relief and to force removal of the offending mural from any person who is violating or who the city reasonably believes is about to violate this chapter. After written demand to cease violation, any person who continues to violate this chapter is guilty of a misdemeanor. Any person found guilty of misdemeanor violation of this chapter shall be punished by a fine of not less than one hundred dollars ($100.00) or more than one thousand dollars ($1,000.00).
