No excavation and/or grading or regrading shall take place on any subject property until a final subdivision application has been approved, the final subdivision plat has been recorded in the office of the County Recorder, and a preconstruction meeting has been held with the City Engineer. No building permits shall be issued by the city until all required improvements are installed or as agreed to in the subdivision improvement agreement.
