§ 30.03 POWERS AND DUTIES.
   The Planning Commission shall have authority to:
   (A)   Prepare and recommend a General Plan and amendments to the General Plan to the City Council;
   (B)   Prepare and recommend to the City Council land codes and maps, which conform to the provisions of the General Plan adopted by the City Council;
   (C)   Administer provisions of the land codes, where specifically provided for in the land code ordinance adopted by the City Council;
   (D)   Review and consider applications for all subdivisions and recommend final plat approval, denial, or approval with conditions to the City Council;
   (E)   Conduct such public hearings as required by law or as may be deemed necessary by the Planning Commission;
   (F)   Hear and decide any matters designated by the City Council, including:
      (1)   The approval or denial of conditional use permits;
      (2)   Determination of existence, expansion, modification, and the like of nonconforming uses and noncomplying structures; and
      (3)   Official classification, sketch plat, and preliminary plat approval of subdivisions.
   (G)   Prepare and recommend to the City Council, subdivision regulations and amendments to those regulations, which conform to the provisions of the General Plan adopted by the City Council;
   (H)   Prepare an application process that:
      (1)   May include a designation of routine land use matters, which upon application and proper notice, will receive streamlined review and action if the application is uncontested; and
      (2)   Shall protect the right of each:
         (a)   Applicant and third party to require formal consideration of any application by a land use authority;
         (b)   Applicant, adversely affected party, or municipal officer or employee to appeal a land use authority’s decision to a separate Appeal Authority; and
         (c)   Participant to be heard in each public hearing on a contested application.
   (I)   Employ experts and a staff as may be reasonable and necessary for carrying out the duties of the Planning Commission, but not in excess of such sums as may be appropriated by the City Council and/or which may be placed at the disposal of the Planning Commission by gift or otherwise;
   (J)   Enter upon any land, public or private, at reasonable times to make examinations or surveys pertinent to the preparation of its General Plan or preparation of its land use ordinances;
   (K)   Advise on annexation applications;
   (L)   Advise on Annexation Policy Plan;
   (M)   Advise on amendments to platted streets;
   (N)   Recommend subdivision plat changes; and
   (O)   Exercise other powers that are necessary to enable it to perform its function pursuant to UCA Title 10 or that are delegated to it by the City Council.
