(A) It is the purpose and object of this chapter to establish reasonable and uniform regulations governing the time, place, and manner of operations of sexually-oriented businesses and their employees in the city.
(B) This chapter shall be construed to protect the governmental interests recognized by this chapter in a manner consistent with constitutional protections provided by the United States and state Constitutions.
