§ 90.03 DAMAGE TO PERSONS OR PROPERTY.
   (A)   Complaint. Whenever any damage is inflicted on any person and/or property by an animal, the victim and/or owner of the damaged property may make a complaint to the city within the next business day following discovery of the damage.
   (B)   Restitution. If, after reviewing the evidence, the city is satisfied that an animal committed the damage, it shall estimate values of the injured person or damaged property. The investigation agents will then determine if the animal can be reasonably identified, and if so, the owner of said animal will be liable for making restitution for all related expenses caused by said animal.
