(A) The municipality shall establish a schedule of rates and fees necessary to maintain various services or to secure various licenses.
(B) Said schedule of rates and fees shall be set at such a level as is necessary to insure adequate revenue for the expenses of day-to-day operation, maintenance and long term capital improvements or processing or to act as deterrent, whatever the case may be.
