The Municipal Solid Waste Commissioner shall have the immediate control and supervision of the operation, including collection and disposal, of all garbage, refuse, waste and rubbish generated within the corporate limits, subject to the general control and directives of the governing body. He or she shall at least every six months make a detailed report to the governing body on the status of the solid waste disposal system.
