(A) The municipality owns and operates the municipal sewer system through the Utilities Superintendent. The governing body shall have the authority to adopt rules and regulations for the sanitary and efficient management of the Department.

(B) The municipality has the legal authority to enforce its system of user charges and sewer use regulations on all existing or future users of the system whether located inside or outside the municipal limits.
