§ 52.03 CONSUMER’S APPLICATION.
   (A)   The customer, upon approval of his or her application for water service, shall be responsible for all expenses incurred in the tapping of the water main and running the service lateral.
   (B)   The water service installation shall be done only by a licensed plumber.
