§ 150.03 ELEVATOR SAFETY ACT.
   (A)   Incorporation. The preambles in the ordinance codified herein and the same hereby are incorporated herein by this reference as if set out in full at this place.
   (B)   Rules of construction. The language of this section shall be interpreted in accordance with the following rules of construction:
      (1)   The singular number includes the plural number, and the plural number includes the singular;
      (2)   The word “shall” is mandatory; the word “may” is permissive; and
      (3)   The masculine gender includes the feminine and neuter.
   (C)   Adoption of codes.
      (1)   The codes described and set forth below in this division (C), three copies of which are on file in the office of the Village Clerk, are hereby adopted by the village for the implementation and enforcement of the program as herein provided.
      (2)   Each and all of the regulations, provisions, penalties, conditions and terms of those standards are hereby referred to, adopted and made a part hereof, as if fully set out in this section, excepting therefrom any conflict with the Village of Elwood Fee Schedule Ordinance.
      (3)   The following standards are adopted:
         (a)   American Society of Mechanical Engineers (ASME):
            1.   Safety Code for Elevators and Escalators (ASME A17.1-2005), A17.1(a)2005 and A17.1(s)-2005;
            2.   Guide for Inspection of Elevators, Escalators and Moving Walks (ASME 17.2-2004);
            3.   Safety Code for Existing Elevators and Escalators (ASME A17.3-2005);
            4.   Safety Standard for Platform Lifts and Stairway Chairlifts (ASME A18.12005); and
            5.   Standard for the Qualification of Elevator Inspectors (ASME QEI-1-2004).
         (b)   American National Standards (ANSI): Safety Requirements for Personal Hoists and Employee Elevators (ANSI A 10.4 2004); and
         (c)   American Society of Civil Engineers (ASCE): Automated People Mover Standards (ASCE 21-2000).
      (4)   If any of the above code numbers change or are combined, the successor numbers shall be considered the same as the original number.
