It is unlawful for any parent, guardian or other person having the legal custody or control of any person under the age of 17 years, to allow or permit that person, while in that legal custody or control, to be present at or upon any public assembly, building, place, street or highway within the corporate limits of the village in violation of §§ 132.16 or 132.17 above, unless there exists good, reasonable and sufficient necessity therefor.
